Chemical preservatives and unhealthy food habits

Malayali has taken to foreign cuisine like bee to honey. Continental, Thai, Arabic, Italian...every flavour has takers here. The new tastes have expelled many number of ‘desi’ snacks and recipes out of business. The list is growing by the minute with all kinds of recipes available at the click of a mouse, more number of cookery shows flashing on the TV screens than movies and reality shows and where chefs are driven crazy in kitchens for snatching high ratings.
But the new fad has its own set of drawbacks too. Adulteration and unhealthy food practices being the main concern. Adulteration is not just about adding colours and preservatives anymore. In the packet food items, from ‘idli-dosa’ dough to pickles and instant  ‘chappathi’ and ‘payasam’, threat of unhealthy and non-complimentary combinations looms large.Use of excess chemicals to make the products last longer, entry of new types of sweets in the market that contain heavy doses of sucrose and citric acid, fruits that are no longer restricted to seasons and are available throughout the year-  are all signboards to adulteration."Food companies say that they have only added permissible colours, but who knows? Is anyone checking? In minute quantities, over the days, it begins to affect our various organs, making us ill. That’s why safe food habits are a need of the hour. Instant food packets might save time, but it won’t save your health,’’ says Saraswati Bai, who leads the Naturopathy Club under Gandhi Smaraka Nidhi and who herself has penned two books on Naturopathy cuisines.According to her, sugar is white poison and milk is silent killer. Replace them with jaggery and juices, she tells you.C V Gangadharan, owner of Pathayam Natural Food hotel in the city, would scare your wits out by elaborating on how certain food habits can cut your life short. "Even ‘idli’ and ‘dosa’ are unhealthy. Because, ‘uzhunnu’ and rice are uncomplimentary and should not be mixed,’’ he says.
More raids on hotels in city soon
Thiruvananthapuram: Saturday’s surprise checks in hotels and restaurants had thrown up loads of stale food. And this is not going to be a one-off event. The Corporation is planning to step up vigil against in the days ahead, officials said."Now, we have formed two squads. One for the northern part of the city and another for the south. There will be more inspections in the days ahead,’’ Corporation health standing committee chairperson S Pushpalatha said.Corporation raids on seven hotels in the Chenthitta area and one at Palayam on Saturday revealed unusable and days-old food items.
Food ‘secrets’
* It is the chemical sunset yellow that gives banana chips, ‘halwa’ and ‘kesari’ their beautiful colour. Too much of it can weaken thyroid glands.
* CarnoSyn, patricin, fast green, Congo red etc are some of the colours added to food products, specially those sweets and juices that come in brilliant hues.
* Benzoic acid is the ingredient used to avoid fungus in pickles and side dishes, which does serious damage to the digestive process.
* Piperonal is an addictive used in ice-creams in place of vanilla essence, but guess what? It’s used to poison rats too.
* To maintain the stability of cheese, breads and salads, bakers use stabilisers like gum ‘ghatti’ or gum ‘Arabi.’
* Calcium silicate is mixed to ‘idli’ and ‘dosa’ to attain fermentation, which is also not good for health.

CII calls for effective, harmonious implementation of food regulations

The Confederation of Indian Industry (CII) has called for effective implementation of Food Safety and Standards Regulations under the Food Safety and Standards Authority of India (FSSAI).Multiple agencies specifying mandatory requirements for food products need to be looked into with focus on harmonising inter-ministerial standards, according to a CII press release issued here on Monday. This would cut down the current operational and compliance complexities faced by the industry, the release added. “The Food Safety and Standards Authority of India seeks to introduce a paradigm shift in the food regulatory environment in the country, bringing India at par with international regulations. While the new rules and regulations are a welcome step, there is need to address several challenges that are likely to hamper its effective implementation,” said Chandrajit Banerjee, director-general, CII.
The FSSAI has recently notified the Food Safety and Standards Rules and Regulations, 2011, which bring into force a new set of requirements for compliance by the food industry. In a survey of food businesses conducted by CII on impact of the new Regulations, some major bottlenecks in effective implementation of FSSAI were highlighted. Inadequate preparedness of the implementation machinery coupled with lack of awareness and clarity amongst industry and enforcement officers especially with respect to licensing provisions are the foremost issues identified by the CII survey. Existence of multiplicity of agencies governing food and duplication of mandatory licences, inadequate centre-state coordination, severe shortage of laboratory infrastructure, trained officials for testing and analysis, inadequacy of field level officers are some of the key regulatory and infrastructure challenges faced.
Absence of standardisation of sampling and analytical methods and similar procedural constraints, have been highlighted as major impediments in the new regulatory regime, according to the CII survey. The CII statement adds that while licensing and registration processes have been notified under rules and regulations, there needs to be an enabling transitory regime to allow the industry to meet these new requirements and realise the benefits from modern and scientific regulatory framework, as envisaged in the Act.
CII has made following recommendations to make the legislation effective and sustainable:
• More clarity and awareness regarding jurisdiction of licences and renewal processes is needed. Awareness programmes for all stakeholders and proper training to implementing authorities including food safety officers, analysts, etc. would facilitate compliance of rules and regulations.
• Capacity building for food testing and analysis, specifying sampling procedures as well as focus on creating adequate accredited laboratory infrastructure that meets international standards, is the need of the hour.
• Going forward, revision of existing regulatory standards for keeping pace with scientific advancements; scientific and technical evaluation of new and upcoming regulations like recall, import, nutrition guidelines, etc. need to be taken up by the regulatory authority.
• Building on consumer awareness and creating a demand-driven compliance regime would help inculcate food safety culture.

Finally, to create an enabling regime of food safety, there is need to identify key issues such as food-borne illnesses, and linking these back to process failures in the system. This will require building the appropriate food-borne disease surveillance infrastructure and appropriate recall systems in the country, added the release.

Sugar-free, but not all that sweet

Are the artificial sweeteners really sugar-free and safe for health particularly of diabetic patients? While supporters of no-calorie sugar substitutes, like aspartame and saccharine maintain the sweeteners are safe in moderation, many nutritionists have questioned their efficacy.
Delhi-based nutritionist and writer Ishi Khosla, who runs Whole Foods, a health food company, says, “So far, there is little scientific evidence against their use. However, only the approved ones should be taken within safe limits. Because, after all in actual they are chemical.”Dr Rekha Sharma, former chief dietician from Delhi’s premier hospital, AIIMS said, “sweeteners are not really sugar as they do not have any calorie but they need to be used in moderation. Natural fruits with low in fructose contents such as apple or orange are best substitutes for sugar.”
Khosla added that sweeteners are not absolutely sugar-free. “But they do contain 1-2 calories as well as have chemical and synthetic compound which cannot be recommended on a regular basis. They contain saccharine which is banned in India. One may become addictive to these chemicals which can have side-effects too. Hence, they can’t be recommended for children as well pregnant women.”
She also claimed that the general assumption that they help in reducing weight is also wrong. “Because on the one hand they may cut down calorie contents but on the other they have synthetic and chemical compound. There are FDA regulations which have strictly specified the quantity to be used on a regular basis.”
Khosla has a word of advice. “ Instead of indulging in chemical-based sweeteners one can safely use combinations of fat free dry fruit nuts like khajoor and anjir to meet the health demand. Or if you have a craving for sweets then one can always add fruits in custards which will automatically cut down,” she added.
Saccharin, in spite of approval by the US FDA, has been linked with damaging DNA and memory, and another sweetener aspartame, regardless of being the most extensively tested food in the history, still remains as a doubtful product.
Ritika Sharma from Max Healthcare Hospital asserted that obesity and popularity of sweeteners are linked with factors such as increased eating out, higher intake of sweetened beverages, more fruit juice consumption besides poor physical activity.Yet another most popular herbal sweetener stevia has not been approved from the Food Safety Authority of India. “Currently a scientific panel is considering whether stevia can be approved as a food item,” said VN Gaur, CEO of FSSAI.However, as India is considered diabetic capital of the world hosting the highest number of patients to touch 70 million in the next decade and half, the sugar-free sweeteners can’t escape the safety test.

Industry voices its demands

In a recent regulatory meet Foodworld India, 2011, organised by the Federation of Indian Chamber of Commerce and Industry (FICCI), the industry voiced its demands to the Food Safety and Standards Authority of India (FSSAI) with regard to the implementation of the new Food Safety and Standards Act.At the meet, Prabodh Halde, VP, AFSTI, Mumbai chapter, said that there was an urgent need to formulate a negative list for additives. This would help manufacturers identify the additives which were not approved by the Authority and avoid their usage in products.Halde also stressed on the role of academicians in policy-making. “We have faculties across India and we should utilise their knowledge in making standards,” Halde said.Shaminder Pal Singh, vice-president, scientific and regulatory affairs, PepsiCo Holdings Ltd, suggested channelising efforts in building a knowledge repository about product information. This would help gauge cost benefits and other regulatory information about the products to all the stakeholders, he opined. Pal also stressed on inclusion of regulation in the syllabus of food science students so as to build a strong human resource base in the country.Deepa Bhajekar, managing director, MicroChem Silliker, sought upgrade of the Director General of Health Services manual. She also stressed on upgrading labs for newer methodologies in method validations. Building government-industry interface to help the FSSAI officers meet with ground realities and train them to deal with different situations was another idea which came from Meghna Dasgupta of HUL. The industry opined that capacity-building was needed in a huge way. Some opined that a nutritionist should be on-board of the Authority to help the industry focus on nutritional aspects of food. Full-time dedicated workers were needed as opposed to people already recruited for some other projects in the country, was another opinion. The most interesting opinion came from Smita Lele, professor and head, Institute of Chemical Technology, who said that regulatory agencies should switch jobs with industry professionals to understand the needs of the industry.

Smokeless Tobacco(STA), in its petition has challenged the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011

New Delhi: Manufacturers of 'pan masala' have moved the Delhi High Court seeking quashing of the Centre's regulations restricting them from producing and selling their products which contained nicotine and tobacco. Smokeless Tobacco Association (STA), in its petition before a bench of Justices Sanjay Kishan Kaul and Rajiv Shakdher, has challenged the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, issued by the Ministry of Health and Family Welfare on August one. The regulation is affecting the rights of manufacturers as they produce, sell and distribute products like chewing tobacco, 'gutkha', 'pan masala' and other products under a special law, the petition said.
The STA claimed to have at least 20 manufacturers as its members.

"Regulation 2, 3 and 4 are contrary and in contravention of the scheme to the Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply Distribution) Act, 2003 which is a special enactment governing the tobacco and cigarette industry," the petition said and sought quashing of the regulation.

`Pan Masala` manufacturers move HC against Centre
The STA said the industry contributes over Rs 3,000 crore to the exchequer and employs 30 million people.
The manufacturers allege harassment at the hands of government officials after the regulations came into force on August five.

The officials have started punitive action against traders, the plea said and sought to restrain them from taking any action against them till the court decides the petition.
The bench would hear it on January 12.

High time smokeless tobacco was banned

On August 1, the movement for banning chewing tobacco in India saw a turn in its favour. The Food Safety and Standards Authority (FSSA), a statutory body under the health ministry to handle food related issues, notified new regulations called the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011. It states under rule 2.3.4 that “product not to contain any substance which may be injurious to health: Tobacco and nicotine shall not be used as ingredients in any food products”.
The definition of ‘food’, under the Food Safety and Standards Act, 2006, is a substance whether processed, partially processed or unprocessed, which is intended for human consumption. And ‘ingredient’ means any substance, including a food additive used in the manufacture or preparation of food and present in the final product, possibly in a modified form (see box below).
As per the definitions and the new rules notified, products like gutkha, pan masala and
khaini (and other such items containing nicotine and/or tobacco) fall under the purview of the FSSA. Hence, selling these products became illegal from August 5, 2011, when these regulations came into force.
An official from the FSSAI in New Delhi, who requested not to be named, confirms, “Gutkha and pan masala fall under the regulation of FSSA. This rule will be applicable unless the health ministry amends this and notifies it. So far we have not received any objections or complaints from the manufacturers of such products.”
The health ministry, however, seemed to be oblivious of such a move being planned by a body under it, as the ministry has always maintained that banning the chewing tobacco products is not possible immediately and that it is a process which will take time.
B K Prasad, joint secretary in the ministry who is in charge of the tobacco related issues, admits that he was not aware that the FSSAI had taken such a decision. “There were no consultations with the ministry. FSSAI is an independent body. It can make its own rules.
It need not consult us,” he clarifies.
At the same time, Prasad maintains that banning chewing tobacco products is not easy given the number of people employed in the industry. “There are six million people employed in the tobacco industry, we cannot ban the tobacco products. We can only regulate them,” he says.
By not banning gutkha, pan masala, khaini and other chewing tobacco products, the apex body in the country for ensuring public health is putting at stake the lives of 26 crore men, women and children who are currently users of tobacco, argues Dr Pankaj Chaturvedi, surgeon from Tata Memorial Hospital, Mumbai.“At least 9 crore of these 26 crore will die prematurely,” he says. “And this number will increase in the coming years.”According to the health ministry’s own figures, 90 percent of all oral cancer cases are due to the consumption of chewing tobacco.

Food processing bodies seek ban on GM crops

The Kerala Roller Flour Millers Association and the All Kerala Bread Manufacturers Association have called for an immediate ban on open air releases of genetically modified (GM) food crops. The call comes in the wake of reports that the controversial Biotechnology Regulatory Authority of India (BRAI) Bill will be tabled in the coming winter session of Parliament. In memoranda to the Food Safety Standards Authority of India (FSSAI), Genetic Engineering Appraisal Committee, Ministry of Food Processing Industries, and the Confederation of Indian Industry on November 11, the two food associations said their members had decided to reject GM crops. The communication said the decision was taken after considering the concerns expressed at the sixth National Trade Fair for Bakery and Pastry Professionals in India held in Mumbai from November 6 to 11 on the implications GM foods had on trade within the country and outside. According to the decision, the two associations would not accept GM crops from November. The memoranda said an opinion poll conducted by market research agency Gfk Mode showed that close to 80 per cent of consumers in the country would not accept food containing genetically modified organisms. In this backdrop, any open release of GM crops was a cause for concern.
GM-free zones sought
Demanding GM-free zones, the associations said that in the past, concerns had led to a ban on any open release, including experimental trials, of GM rice in the entire Basmati belt of the country. “This was to safeguard rice exports from GM contamination which could have led to loss of trade.” The memoranda said that since both the associations represented a significant part of the Indian food industry, it was essential for them to avoid any contamination of their chain of supplies by GM crops, especially in regions from where they sourced their raw materials. Greenpeace opposition
Meanwhile, in a communication to The Hindu in this connection, the environmental organisation Greenpeace India wanted the Union government to take into consideration the massive opposition faced by GM crops from all stakeholders.“In this backdrop, the BRAI Bill should be redrafted from its current form to one that underscores biosafety.”The Greenpeace felt that in the current form, the BRAI Bill failed in terms of its capacity as a regulator “because of the very fact that it seems more like a promoter than a regulator of GM crops.”

FSSAI discusses conduct of Product Recall Pilot using recall portal service

The Food Safety and Standards Authority of India (FSSAI) recently held a Product Recall Pilot meeting under the Chairmanship of V N Gaur, CEO, FSSAI.According to a press note released by the body, Gaur welcomed the representatives from various food industries and organisations, while Ravi Mathur, CEO, GS1, described the objectives of Global Product Recall Portal. The Product Recall Pilot is going to be conducted using recall portal service involving food producers, modern trade retailers and FSSAI to test the efficacy of recall prior to finalisation of recall regulation by FSSAI.

The FSSAI has prepared draft guidelines on food recall procedures, primarily to guide food business operators to carry out a food recall through an efficient, rapid identification as well as removal of unsafe food and to inform the consumers about the potentially hazardous food in the market. In order to overcome the drawbacks in the Internal Product Recall System set up by the food producers and retailers, and to benefit the Indian food industry and exports through enhanced market shares with the implementation of Standardised National Recall Portal. Through this mechanism, the entire Indian food sector would be able to inspire greater trust and confidence of Indian and international consumers, buyers, regulators etc. in their products and their ability to manage food crisis.
A presentation-cum-demonstration on expected benefits of Standardised National Recall Portal and recall of a product on FSANZ Portal was delivered by the Global Food Traceability and Recall Expert, GS1, global office, John Keogh. GS1 is a non-profit organisation under ministry of commerce, Government of India. GS1 develops global standards for goods and services and foster cooperation and encourage information sharing. GS1 works with WHO, ISO, CEN, ICCBBA, UN-CEFACT, World Customs Organisation and so on. ISO focusses on products safety and recall standards, and identify and recall notifications. OECD is developing a Global Recall Data pool for G2G notifications. GS1 is engaged with the US Government in regulating traceability, food security, consumer safety and recall. Also various aspects related to international concerns on food safety, ways and means to measure the recall problems, Global Standards to bridge the gap to sense and complete the recall, issues and concerns with the outdated methods of recall, recall / withdrawal notification process, its classification, information to recipient and details of GS1 recall net were focussed.
Towards the end, Gaur listed out the roles and responsibilities of the Regulator, GS1 India, and food producers and retailers. The regulators will oversee pilot and facilitate weekly meeting with pilot participants. GS1 will provide the technology framework for Global Recall Portal Service and facilitate training on best practices and usage of the portal. Food producers and retailers will provide dedicated resources and a single point of contact, for the entire duration of the pilot and initiate mock recalls using recall portal. The duration of the pilot was proposed to be 3 to 4 weeks from the date of the meeting.

FDA finds two of 48 sweet samples misbranded

PANAJI: Two of the 48 samples of sweets collected from sweet shops in the state by the food and drug administration (FDA) before Diwali were found to be 'misbranded'.
FDA carried out a drive from October 3 to 25 and collected 48 samples of sweets from different shops in the state. These samples were then sent to the food and drugs laboratory. "The report submitted last week reveals that only two samples were found to misbranded," said FDA director Salim Veljee. The two misbranded samples from the seized 600kg consignment of suspected poor quality kalakand were brought from Karnataka to be supplied to sweetmarts in Vasco.
The kalakand was loaded off the Goa Express train and dumped just outside the railway station, to be supplied to sweet marts in Vasco. Kalakand is brought to Goa from Hubli, Miraj and Belgaum.
The food inspectors found that there were about 20 bags, 30kg each, worth about 70,000 that did not have any labels on them specifying manufacturing or expiry dates or the nutritional value of the content. During the inquiry it was revealed that two sweet manufacturing units-Sweet Palace sweetmart owned by Babulal Borana and Sanman sweetmart owned by Ratan Boram, in Vasco, who did not have FDA licences, had procured the kalakand. The FDA has asked them to stop their operations. The FDA has already registered an offence against Anna Pawar from Hubli under the Foods Safety and Standards Act. It is suspected that Pawar was one of the persons to supply the misbranded consignment.

Roadside stalls in Ahmedabad now hygienic

For denizens who do not eat fast food from roadside stalls, citing lack of proper hygiene, this initiative by Ahmedabad Municipal Corporation (AMC) will come as a piece of good news.Stalls will now provide quality food and maintain proper hygienic conditions apart from seeing to it that adulterated food is not served thanks to implementation of the Central government's Food Safety and Standard Act (FSSA).The civic body began registration of food stalls on Wednesday. Health officials undertook a drive telling vendors to check the hygiene level maintained by them. As part of the drive, a team of 15 health officers distributed registration forms to food stall owners at Law Garden and Manek Chowk - two areas with a large number of food stalls."Under the Act, street food vendors/hawkers must be registered to carry out their trade. The aim of our drive was to have all roadside food stalls registered under the Act. The owners of food stalls have been issued forms and have been asked to submit them filled with documents," an AMC health official said.
Explaining the importance and benefit of registering under FSSA, the health official stated that if any customer lodges complaint of food poisoning after consuming street food and if the vendor is registered, then FSSA can investigate such complaints."We checked the working conditions at the stalls and ensured that vendors and their assistants wore gloves and caps while working at the stall,” said Dr Bhavin Solanki, in-charge medical health officer.Under FSSA, all street food vendors need to maintain a certain quality level of fast food they offer to customers.

FDA authorised to issue licences to all eateries

PUNE: With the amended Food Safety and Standards Act (FSSA), 2006, coming into force, all food manufacturers, including small retailers, street hawkers, canteens and hotels up to five-star level, will now have to register and obtain licences from the Food and Drugs Administration (FDA), instead of the municipal corporation.
The 12 food inspectors from the Pune Municipal Corporation and seven from the Pimpri Chinchwad Municipal Corporation are now functioning as food safety officers under the FDA. Ever since the amended Act came into force in August 2011, the FDA has completed 500 registrations and is still processing 400 applications. However, software for online registration and licensing is still not in place.Chandrashekhar Salunke, assistant commissioner, Food, FDA, Pune district, said, "Before the Act was modified, the municipal corporations were the licensing authority. The food inspectors from the PMC and the PCMC will now be known as food safety officers and will work under the supervision of FDA's designated officer."
The earlier FSSA was implemented in place of the Prevention of Food Adulteration Act (PFA), 1954. Under the PFA, the local authority was empowered to issue licences. According to the new Act, licences will be issued by Central or state licensing authorities.
Salunke said the issuance of registration certificates was being affected due to the absence of a software. "The software implementation is in its final stage. Food manufacturers whose registration process has been completed are still waiting for the certificates, which will be issued when the software is ready. In the meantime, we are in the process of informing them that registrations have been granted to them," Salunke said. Implementation of the software is expected to be expedited with the help of Mahesh Zagade, commissioner, state food and drug administration.

All street food vendors with an annual turnover of less than Rs 12 lakh will have to obtain a certificate. Those having a turnover of over Rs 12 lakh will have to obtain a licence. The FDA has also been approached by three local associations of street hawkers for registrations.Salunke said if the existing food licences were valid, then no new licence will have to be obtained for the remaining period of validity. All new licences will be valid for a period of one to five years, or as per the requirement of the applicant.
Meanwhile, the president of Pune Restaurant and Hoteliers Association, Ganesh Shetty, said the association was providing guidance on the process of renewing the licences. "If the last date for renewal of the licence is December 31, the food manufacturers will have to get the new licences before November 31. There are many rules for renewal of licences under the amended Act, Shetty said.

Vacant posts in FSSAI, DCGI reveal Govt apathy

Top posts at two key food and drug watchdogs in the country, Food Safety and Standards Authority of India (FSSAI) and Drug Controller General of India (DCGI), continue to remain vacant for long - speaking volumes about the Government's apathy towards the food and health sectors.
Instead of full-time appointments, the Health Ministry has made an interim arrangement for the top slots in the two organisations which is being seen as a mere “formality”.For instance, even after retirement of IAS officer PI Suvrathan three months ago as the chairperson of the FSSAI, the Government is yet to announce his replacement. At present, the authority's CEO VN Gaur is holding the additional charge of the post. There are around nine contenders to the post but the Appointments Committee of Cabinet (ACC) is yet to take a final call.Similarly, the top drug regulator in the country is waiting for a full time head after the Supreme Court, in a jolt to the Health Ministry, last month refused to allow the extension period granted to DCGI Surinder Singh.Even though there had been consistent opposition to his tenure extension, the Ministry was adamant to ensure that Singh continued. So much so that it did not even bother to advertise for the new DCGI post.
It's only now that the Health Ministry has advertised for the DCGI's post and this may take another three months to zero in on the country's new drug controller. The Ministry has temporarily appointed VG Somani, currently the Deputy Drugs Controller of the East Zone, to the post till further orders.“Both the authorities have a very important role to play to ensure food safety and drug regulation in the country. But there is no top boss in both the organisations who can give vision and enthuse the staff. Drug regulation deals with the public health. The Government is sending a wrong message among the staff while public issues are being ignored,” a senior health official admitted. In fact, it's not only the Chairperson who is missing in the FSSAI, the top food watchdog also lacks sufficient staff and adequate resources such as laboratories to monitor the implementation of the new food laws. Moreover, the Health Ministry is yet to approve all the Service rules to remove uncertainty about the future of the employees of the FSSAI.

Regulator to measure food safety benefits

New Delhi: The government plans to quantify the economic losses the country suffers by compromising on food safety. The country’s food regulator — Food Safety and Standards Authority of India (FSSAI) — has already initiated talks with the Indian Statistical Institute, Kolkata, in this regard. “In India, data on economic losses due to food safety is either not available and if available, it is lying scattered with various agencies. There is a need to pool in expertise and estimate how much we lose collectively by not paying attention to issues like food hygiene, which is a critical factor in determining health and productivity of an individual and society. Such figures would sensitise various sections of the society, including policymakers, to take this aspect of life more seriously,” a health ministry official said. The official added the food regulator is urging states to consider projects on “food safety related economic losses”

No advice on banning junk food: TN government

CHENNAI: Despite the Food Safety and Standards Authority of India’s (FSSAI) claim that a letter has been issued to all state governments asking them to consider banning sale of junk food near schools, the TN government seems to have not received it. “I don’t think we have received any such letter,” said the state Health Minister Dr VS Vijay, while another senior official in the department vouched for it.This also means that no directives have been issued asking schools to stay away from junk food and carbonated drinks. The FSSAI had made this claim in an affidavit filed before the Delhi High Court in relation to a PIL filed by an NGO seeking a ban on the sale of junk food and carbonated drinks within a 500 yard radius of schools.

Jail term for those violating standard packaging system

New Delhi: The government has formulated a new law making it mandatory for manufacturers to package food items in standard weights, violation of which could invite stringent punishment, including jail term and penalty.
The government has notified the third amendment to the Legal Metrology (Packaged Commodities) Rules 2011, under which there would be a standard packaging system across the country.   The new rules notified on October 24 last will come into force from July 1, 2012.From that day onwards, consumer products like biscuit, chips and others will have to be made available in standard weight size of 100 gram, 200 gram, 500 gram, 1 kg etc, sources in Food and Consumer Affairs Ministry said.Currently these items are sold at non-standard packing size such as 88 gram, 89 gram etc even by some leading consumer item companies that may be causing confusion to consumers, they said. Some companies have chosen to reduce the weight of the item rather than raising the price to retain their market share of the consumer products. The new packaging rules have provisions for stringent punishments for the violators. The violators would have to shell out fine ranging from Rs 25,000 to Rs One lakh, the sources said adding if caught for the second time there is provision of one year jail term along with the penalty amount, the sources added.
