ഭക്ഷ്യസുരക്ഷാ സര്‍ക്കിള്‍ ഓഫീസ്: തീരുമാനം നീളുന്നു

തിരു: സംസ്ഥാനത്തെ 140 നിയമസഭാ നിയോജക മണ്ഡലങ്ങളിലും ഭക്ഷ്യസുരക്ഷാ സര്‍ക്കിള്‍ ഓഫീസുകള്‍ സ്ഥാപിക്കുന്നതിനുള്ള തീരുമാനം നീളുന്നു. നിയമസഭാ വിഷയനിര്‍ണയ സമിതിയുടെ 2013 ഡിസംബറിലെ ശുപാര്‍ശപ്രകാരം ജൂണ്‍ 30നകം മുഴുവന്‍ നിയമസഭാ മണ്ഡലങ്ങളിലും ഭക്ഷ്യ സുരക്ഷാ ഓഫീസുകള്‍ സ്ഥാപിക്കുമെന്ന് ഉത്തരവിറക്കിയിരുന്നു. എന്നാല്‍, ഭൂരിപക്ഷം മണ്ഡലങ്ങളിലും ഓഫീസ് കണ്ടെത്താന്‍പോലുമായിട്ടില്ല. മുഴുവന്‍ മണ്ഡലങ്ങളിലെയും ഓഫീസുകള്‍ ഒരുമിച്ച് ഉദ്ഘാടനംചെയ്യുമെന്നാണ് പ്രഖ്യാപനമെങ്കിലും ഇത് എന്ന് നടക്കുമെന്ന് ഉറപ്പില്ല.
ഓഫീസ് ഏറ്റെടുത്ത് അക്കൗണ്ടന്റ് ജനറലിന്റെ അനുമതി നേടിയേ പ്രവര്‍ത്തനം തുടങ്ങാനാവൂ. എന്നാല്‍, സര്‍ക്കാര്‍ ഓഫീസിന് വാടകയ്ക്ക് കെട്ടിടം നല്‍കാന്‍ ആളുകള്‍ മടിക്കുന്നു. സര്‍ക്കാരിനാകട്ടെ സ്വന്തം നിലയ്ക്ക് സ്ഥലം കണ്ടെത്താനും കഴിയുന്നില്ല. ഭക്ഷ്യസുരക്ഷാ നിയമം നടപ്പാക്കുന്നതിന്റെ ഭാഗമായി മുനിസിപ്പാലിറ്റികളിലും കോര്‍പറേഷനുകളിലുമുണ്ടായിരുന്ന ഫുഡ് ഇന്‍സ്‌പെക്ടര്‍മാരെ ഭക്ഷ്യ സുരക്ഷാ ഓഫീസര്‍മാരായി മാറ്റി നിയമിക്കുകയും സെക്ഷന്‍ ഓഫീസുകളുടെ ചുമതലക്കാരായി തീരുമാനിക്കുകയും ചെയ്തുവെങ്കിലും ഓഫീസുകള്‍ യാഥാര്‍ഥ്യമാകാത്തതിനാല്‍ ഇവര്‍ രണ്ടാംതരക്കാരെപ്പോലെ വിവേചനം നേരിടുകയാണ്. നിലവിലുള്ള ഏതെങ്കിലും സര്‍ക്കിള്‍ ഓഫീസിലാണ് ഇവര്‍ ജോലിചെയ്യുന്നതെങ്കിലും പലയിടത്തും കസേരപോലുമില്ല. സാമ്പിള്‍ ശേഖരണത്തിനടക്കമുള്ള ചെലവും ലഭിക്കുന്നില്ല. ശമ്പളം പോലും നേരിട്ട് കിട്ടുന്നില്ല. ജില്ലാ ഭക്ഷ്യസുരക്ഷാ ഓഫീസര്‍മാര്‍ ശമ്പളം വാങ്ങി നല്‍കേണ്ട സ്ഥിതിയാണ്. മറ്റ് ചെലവുകള്‍ക്കും നടപടിയായിട്ടില്ല.
140 മണ്ഡലത്തിലെയും സുരക്ഷാ ഓഫീസര്‍മാരില്‍ എഴപതോളം പേരുടെ കുറവ് നിലവിലുണ്ട്. ഒഴിവുകള്‍ പിഎസ്സിക്ക് റിപ്പോര്‍ട്ട് ചെയ്തിട്ടുമില്ല. സര്‍ക്കിള്‍ ഓഫീസുകളില്‍ ക്ലര്‍ക്ക്, പ്യൂണ്‍ തസ്തികളിലേക്കും നിയമനം നടക്കുന്നില്ല. നിലവില്‍ ഭക്ഷ്യസുരക്ഷ സംബന്ധിച്ച് ജനം പരാതിപ്പെടുന്നത് വര്‍ധിച്ച സാഹചര്യത്തില്‍ പിടിപ്പത് ജോലിയാണ് ഈ വിഭാഗത്തിനുള്ളത്. ജോയിന്റ് കമീഷണര്‍ (എന്‍ഫോഴ്‌സ്‌മെന്റ്) നിയമനവും അനിശ്ചിതമായി നീളുകയാണ്.

Despite Govt Assurance in House, Food Safety Dept Yet to Fill Posts

KOLLAM: The Food Safety Department, which ensures the hygiene of eateries, is compromising its functions as more than half of its field-level officers are yet to be appointed. Against the 140 Food Safety Officers (FSO) required, the department has so far appointed only 60 officers.
After the death of Sachin Roy Mathew in July 2012, after eating a stale shawarma from an eatery in Thiruvananthapuram, and subsequent closure of unhygienic eateries across the state, the public became aware of the importance of this department.
An Assembly Committee chaired by M Ummer had warned the government in April 2013 that the Food Safety Department was facing staff shortage and it would hamper the very functioning of the department. It was this committee which suggested the government to take immediate steps to appoint FSOs in each constituency. But it has been one year now and the government failed to take any action based on this.
In June 2014, Health Minister V S Sivakumar told the Assembly that Food Safety Offices would be opened in all 140 Assembly Constituencies by June 30.
But an RTI query filed by T R Ananthanarayanan, vice-president, Kerala Food Technologists Association (KEFTA), revealed that the government has still not kept its word.
In response to the RTI query on July 7, the department said that there were currently 80 vacancies of FSOs in the state and it was not reported to the PSC, as confusion prevails over the educational qualifications required and they were awaiting a final decision from the government.
When Express inquired this matter with the Commissionerate of Food Safety, an official said that the confusion was over the educational qualification mentioned in the Government Order (GO) dated December 3, 2013 from the Department of Health and Family Welfare.
The GO mentions the qualifications and method of appointment for the Joint Commissioner of Food Safety, Assistant Commissioner of Food Safety and Food Safety Officer.
“An infinitesimal error in one of the posts was the reason behind the delay and when it was noted, we forwarded it to the department concerned and all the confusions were sorted out. If it goes uncorrected to the PSC, it might lead to further complications. We think that this muddle could be solved within a week. The ball is in the court of the Health Department now,” said an official, on the conditions of anonymity.
The infinite delay in reporting FSO vacancies to the PSC is debilitating the spirit of thousands of eligible candidates in the state.
“This delay, which could be purposefully made, would pave way for backdoor entries, most probably ineligible entries, for the FSO posts, which is the entry level post to the Food Safety Department,” an official said.
“Some quarters in the Department is against reporting vacancies to the PSC and are favouring backdoor entries. We strongly believe that it is for helping Junior Health Inspectors (JHI) or Health Inspectors (HI), who don’t have minimum qualification to become FSOs,” said an officer, on the conditions of anonymity.
The officer also said that the JHIs and HIs were busy collecting degrees from distance education universities to make themselves eligible for the FSO posts and termed the Health Minister’s directive to open Food Safety offices in all constituencies as a ‘bolt from the blue’.
“We don’t know how we can open Food Safety Offices in all constituencies. First of all, adequate number of FSOs are not there in each district and secondly, the Department is not taking any initiative to report the vacancies to the PSC,” said a highly placed source.
It was found that under the district Food Safety Department, there were 11 circles and the number of FSOs were five. The same is the case in other districts. Staff shortage is affecting the objective of the Department, which was created for the implementation of the Food Safety and Standards Act (FSSA), 2006.
According to sources, the stand taken by the Food Safety Department is a clear violation of the directive given by the Department of Personnel and Administrative Reforms (P&ARD).
The P&ARD, in a GO on February 2014, strictly instructed all departments to report vacancies to the PSC in a systematic manner.
The KEFTA alleged that six retired employees had been appointed in various districts to assist the FSOs there, instead of appointing full time FSOs, which is against the directive of the Food Safety and Standards Authority of India (FSSAI).
“The way in which the matter is being handled by the Food Safety Department will destroy the eagerness of youth to join  service. Thousands of eligible candidates are waiting for a call from the PSC. But it seems to us that the department is interested in backdoor appointments,” Jaffar, state general secretary, KEFTA, said.
He also said that the current FSOs would retire in a short period of time and the dilly-dally attitude of the department in reporting vacancies would lead to a big crisis.
“It is an irony that Kerala was the first to establish the Commissionerate of Food Safety to implement the FSSA- 2006 but it still falls behind other states, when it comes to recruitment of FSOs through the PSC,” he said.

എ.ജിയുടെ പരാതിയെ തുടർന്നാണ്  ഭക്ഷ്യ സുരക്ഷാ സ്ക്വാഡ്  അംബ്രോസിയ ബേക്കറികളിൽ വൈകിട്ട് പരിശോധന നടത്തിയത്. അസിസ്റ്റന്റ് ഫുഡ് സേഫ്ടി കമ്മിഷണർ (ഇന്റലിജൻസ്)പ്രതിഭാ കുമാരി, സീനിയർ ഫു‌ഡ് സേഫ്ടി ഓഫീസർ സതീഷ് എന്നിവരുടെ നേതൃത്വത്തിലുള്ള സംഘമാണ് പരിശോധിച്ചത്. സ്പെൻസർ ജംഗ്ഷനിലെ കടയിൽ നിന്നാണ് വാർത്താ സമ്മേളനത്തിന് എ.ജി കേക്ക് വാങ്ങിയത്. കരളിന് ദോഷകരമായി  ബാധിക്കുന്ന തരം പൂപ്പലാണ് കേക്കിലുണ്ടായിരുന്നത്. സാമ്പിളെടുത്ത് പരിശോധനയ്ക്ക് വിട്ടു. വിവിധതരം കേക്കുകൾ നിർമ്മിച്ച് വിതരണം ചെയ്യുന്ന ബേക്കറി ജംഗ്ഷനിലെ യൂണിറ്റ് പരിശോധിച്ച  സ്ക്വാഡ് തികച്ചും  വൃത്തിഹീനമായ സാഹചര്യമാണ് കണ്ടത്. ഇവിടെ നിന്ന് കേക്ക് കൊണ്ടുപോയ അംബ്രോസിയയുടെ മറ്റ് ബേക്കറികളിലും തുടർന്ന് പരിശോധന നടത്തുകയായിരുന്നു.
വൃത്തിഹീനമായി പ്രവർത്തിച്ചതിന് മുൻപും അംബ്രോസിയയെ പിടികൂടിയിട്ടുണ്ട്. ഇവർക്കെതിരെ തുടർ നടപടി സംബന്ധിച്ച് ഇന്ന് തീരുമാനിക്കുമെന്ന് ഭക്ഷ്യ സുരക്ഷാ ഉദ്യോഗസ്ഥർ അറിയിച്ചു.

കള്ളുഷാപ്പുകളുടെ വൃത്തി ഉറപ്പാക്കാന്‍ ഹൈക്കോടതിയില്‍ ഹര്‍ജി

കൊച്ചി: സംസ്ഥാനത്തെ കള്ളുഷാപ്പുകള്‍ എലിയും പാറ്റയുമൊന്നുമില്ലാതെ വൃത്തിയോടെയാണ് പ്ര!വര്‍ത്തിക്കുന്നതെന്ന് ഉറപ്പാക്കണമെന്നാവശ്യപ്പെട്ട് ഹൈക്കോടതിയില്‍ ഹര്‍ജി. പാലക്കാട് മുടപ്പല്ലൂര്‍ സ്വദേശി എ. ഷാബു അഡ്വ. പി.ബി. സഹസ്രനാമന്‍ മുഖേന സമര്‍പ്പിച്ച ഹര്‍ജി ജസ്റ്റിസ് കെ.എം. ജോസഫ് അധ്യക്ഷനായ ഡിവിഷന്‍ ബെഞ്ച് അടുത്ത ആഴ്ചയ്ക്ക് മാറ്റി.

2002-ലെ കേരള അബ്കാരി ഷോപ്പ് നിയമത്തിലെയും ഫുഡ് സേഫ്റ്റി നിയമത്തിലെയും വ്യവസ്ഥകള്‍ കള്ളുഷാപ്പുകള്‍ പാലിക്കുന്നുവെന്ന് ഉറപ്പാക്കണമെന്നാണ് ആവശ്യം. അബ്കാരി ഷോപ്പ് നിയമത്തില്‍ കലവറ, പാചകമുറി, ഇരിപ്പിട സൗകര്യം, ടോയ്!ലറ്റ് തുടങ്ങിയവ വൃത്തിയായി പരിപാലിക്കണമെന്ന് വ്യവസ്ഥയുണ്ട്.
കള്ളുഷാപ്പുകളുടെ അവസ്ഥ പരിശോധിക്കാന്‍ കമ്മിറ്റിയെ വെക്കണമെന്ന് ഹര്‍ജിക്കാര്‍ ആവശ്യപ്പെട്ടു. പ്രവര്‍ത്തനം മെച്ചപ്പെടുത്താനുള്ള ശുപാര്‍ശകള്‍ സമര്‍പ്പിക്കാന്‍ കമ്മിറ്റിക്ക് നിര്‍ദേശം നല്‍കണം. സംസ്ഥാന സര്‍ക്കാറിനു പുറമേ എക്‌സൈസ് കമ്മീഷണറും ഫുഡ് സേഫ്റ്റി കമ്മീഷണറും ഹര്‍ജിയില്‍ എതിര്‍ കക്ഷികളാണ്.

തൊടുപുഴ: സംസ്ഥാന ഭക്ഷ്യ സുരക്ഷ കമീഷണറേറ്റിനു കീഴിലെ സര്‍ക്കിളുകളില്‍ ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരെ പിന്‍വാതിലിലൂടെ നിയമിക്കാനുള്ള നീക്കം ഉപേക്ഷിച്ചു. ആരോഗ്യ, കുടുംബക്ഷേമ വകുപ്പിന്‍െറ മുന്‍ ഉത്തരവു പ്രകാരം നിശ്ചിത യോഗ്യതയുള്ളവരെ പി.എസ്.സി വഴി നേരിട്ട് നിയമിക്കുമെന്നും നടപടിക്രമങ്ങള്‍ ഒരാഴ്ചക്കകം ആരംഭിക്കുമെന്നും ഭക്ഷ്യ സുരക്ഷ കമീഷണര്‍ ടി.വി. അനുപമ ‘മാധ്യമ’ത്തോട് പറഞ്ഞു. ജീവനക്കാരുടെ കുറവു മൂലം സംസ്ഥാനത്തെ ഭക്ഷ്യസുരക്ഷ സര്‍ക്കിളുകളില്‍ നിലനില്‍ക്കുന്ന പ്രതിസന്ധി മറയാക്കി ചട്ടങ്ങള്‍ മറികടന്ന് ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരെ നിയമിക്കാനുള്ള നീക്കം ജൂണ്‍ 27ന് ‘മാധ്യമം’ റിപ്പോര്‍ട്ട് ചെയ്തിരുന്നു.
ആരോഗ്യ വകുപ്പില്‍ ജീവനക്കാരില്‍നിന്ന് എം.എസ്സി കെമിസ്ട്രി യോഗ്യതയുള്ളവരെ തെരഞ്ഞെടുത്ത് ആറു മാസത്തെ പരിശീലനം നല്‍കി ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരായി നിയമിക്കാനായിരുന്നു നീക്കം. ഈ മേഖലയില്‍ ജോലി ലക്ഷ്യമിട്ട് ബിരുദ, ബിരുദാനന്തര കോഴ്സുകള്‍ പൂര്‍ത്തിയാക്കി വര്‍ഷങ്ങളായി ജോലിക്കായി കാത്തിരിക്കുന്ന നൂറുകണക്കിന് ഉദ്യോഗാര്‍ഥികളെ ഈ നടപടി ആശങ്കയിലാഴ്ത്തി. എം.എസ്സി യോഗ്യത മാത്രം മാനദണ്ഡമാക്കി നിലവില്‍ സര്‍വീസിലുള്ളവരെ ലക്ഷങ്ങള്‍ ചെലവഴിച്ച് ആറു മാസത്തെ പരിശീലനം നല്‍കി ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരാക്കുന്നത് പി.എസ്.സി നിയമനം കാത്തിരിക്കുന്നവരോടുള്ള വഞ്ചനയാണെന്ന് കമീഷണറേറ്റിനുള്ളില്‍നിന്നു തന്നെ വിമര്‍ശമുയര്‍ന്നിരുന്നു. ‘മാധ്യമം’ വാര്‍ത്തയത്തെുടര്‍ന്ന് കമീഷണറേറ്റിലെ ചില ഉന്നതോദ്യോഗസ്ഥരുടെ നീക്കത്തിനെതിരെ ഹൈകോടതിയെ സമീപിക്കാനുള്ള ഒരുക്കങ്ങളും ഒരുകൂട്ടം ഉദ്യോഗാര്‍ഥികള്‍ ആരംഭിച്ചു.
ഇതിനിടെ ടി.വി. അനുപമ ഭക്ഷ്യ സുരക്ഷ കമീഷണറായി ചുമതലയേറ്റതോടെയാണ് നിയമനം പി.എസ്.സി വഴി മാത്രം മതിയെന്ന കര്‍ശന നിലപാടെടുത്തത്. പി.എസ്.സി നിയമനവുമായി ബന്ധപ്പെട്ട നടപടിക്രമങ്ങള്‍ ആരംഭിക്കുന്നതിനെക്കുറിച്ച് ആരോഗ്യ വകുപ്പ് സെക്രട്ടറിയുമായി ചര്‍ച്ച നടത്തിയിട്ടുണ്ട്. ഒഴിവുകള്‍ ഉടന്‍ പി.എസ്.സിക്ക് റിപ്പോര്‍ട്ട് ചെയ്ത് നിയമന നടപടികള്‍ ആരംഭിക്കുമെന്നും കമീഷണര്‍ അറിയിച്ചു. 140 ഭക്ഷ്യസുരക്ഷ സര്‍ക്കിളുകളില്‍ 50 എണ്ണത്തിലേ ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരുള്ളൂ. ജനുവരിയിലെ കണക്കനുസരിച്ച് ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരുടെ 74 ഒഴിവുണ്ട്. ഫുഡ് ടെക്നോളജി, ഫുഡ് സയന്‍സ്, ഭക്ഷണങ്ങളുടെ ഗുണ നിലവാരം എന്നിവയുമായി ബന്ധപ്പെട്ട ബിരുദ, ബിരുദാനന്തര കോഴ്സുകള്‍ പൂര്‍ത്തിയാക്കിയ നൂറുകണക്കിന് ഉദ്യോഗാര്‍ഥികളുടെ സര്‍ക്കാര്‍ ജോലി എന്ന സ്വപ്നം സാക്ഷാത്കരിക്കാനുതകുന്നതാണ് പുതിയ തീരുമാനം.

Guj FDCA to give FSO 270 devices with GPRS connectivity, FSMS software

The Gujarat Food and Drugs Control Administration (FDCA) plans to give about 270 devices with GPRS connectivity and the Food Safety Management System (FSMS) software to all its food safety officers (FSO) in order to bring out the efficiency in the work of FSO and also to keep the track of the database.
State food safety commissioner Dr H G Koshia said, “In order to improve the efficiency and speed up our work, we are set to launch a system wherein dedicated softwares would be utilised and the latest gadgets would be provided to the field officers.”
“And to accomplish or goals the dedicated software for our upcoming project, FSMS is in place. This software would be installed in devices like mobile phones, tablets, phablets or a dedicated hand-held devices, and it would remain connected with our central server,” he added.
Koshia stated, “This way we would be keeping a track of our staff, like FSO, and also build a centralised database of all the food samples collected in the state, and increase the conviction ratio of people involved in selling or making adulterated food items.”
“Earlier, the FSO, in order to ensure that the food business operators (FBO) do not sell or manufacture adulterated food, used to collect food samples and then send it to the government laboratories for testing, and if the lab gave negative remarks, the FBO faced legal action from FDCA. However, the present system and procedure is very lengthy, and it is also not up to the mark,” he added.
“Due to the present procedure, the food samples and their details reach us after a considerable gap of time. But with the FSMS software, we would overcome all such problems. Because as soon as the samples are collected by the FSO, they would have to enter the details of each sample and submit it online, and in this way the samples would be submitted to us in real time,” Koshia said.
“The 270 devices with GPRS connectivity and FSMS software would be useful gadgets for the food safety officers,” he added.

ചെറുകിട എണ്ണമില്ലുകളെ തകര്‍ക്കാന്‍ നീക്കം

തിരു: വെളിച്ചെണ്ണയ്ക്ക് പ്ലാസ്റ്റിക് പാക്കറ്റുകള്‍ നിര്‍ബന്ധമാക്കി ചെറുകിട എണ്ണമില്ലുകളെ തകര്‍ക്കാന്‍ സര്‍ക്കാര്‍ശ്രമം. വന്‍കിട കമ്പനികളെ സഹായിക്കാന്‍ ലക്ഷ്യമിടുന്നതുവഴി ഉപഭോക്താവിന് കൂടുതല്‍ പണം ചെലവിടേണ്ട സാഹചര്യം ഒരുങ്ങും. ഡിസംബര്‍ ഒന്നുമുതല്‍ പായ്ക്കറ്റിലല്ലാത്ത വെളിച്ചെണ്ണയുടെ വില്‍പ്പന നിരോധിക്കാനാണ് നീക്കം. ഓയില്‍ മില്ലുകള്‍, വെളിച്ചെണ്ണമാത്രം വില്‍ക്കുന്ന കടകള്‍, പലചരക്കുകടകള്‍ എന്നിവിടങ്ങളില്‍ കുപ്പിയിലും കന്നാസുകളിലും ഉപഭോക്താവിന്് വെളിച്ചെണ്ണ നല്‍കുന്നത് നിരോധിക്കും. എല്ലാ ഭക്ഷ്യഎണ്ണകളും പായ്ക്കറ്റുകളിലാക്കിയേ വില്‍പ്പന നടത്താവൂ എന്ന കേന്ദ്രനിര്‍ദേശത്തിന്റെ മറവിലാണ് ചില്ലറവില്‍പ്പനക്കാരുടെ കച്ചവടം മുടങ്ങുന്ന നീക്കം സജീവമാകുന്നത്. വെളിച്ചെണ്ണയ്ക്ക് പാക്കേജിങ് നിര്‍ബന്ധമാക്കി ഭക്ഷ്യ സുരക്ഷാ കമീഷണര്‍ ഉത്തരവ് ഇറക്കുകയുംചെയ്തു. എന്നാല്‍, ഇതു സംബന്ധിച്ച പരാതി ഉന്നയിച്ചതിനെത്തുടര്‍ന്ന് ഡിസംബര്‍ ഒന്നുവരെ ഇതിന് ഇളവ് നല്‍കിയിട്ടുണ്ട്്. ഡിസംബര്‍ ഒന്നിനകം മില്ലുകളില്‍ പാക്കിങ്ങിനുള്ള സംവിധാനം ഏര്‍പ്പെടുത്തണമെന്ന് മുഖ്യമന്ത്രിതന്നെ നിര്‍ദേശിച്ചതായി കൊച്ചിന്‍ ഓയില്‍ മര്‍ച്ചന്റ്‌സ് അസോസിയേഷന്‍ (കോമ) പ്രസിഡന്റ് തലത്ത് മെഹ്മൂദ് ദേശാഭിമാനിയോട് പറഞ്ഞു. സംസ്ഥാനത്തെ ഭൂരിഭാഗം വരുന്ന ചെറുകിട എണ്ണമില്ലുകളെ അടച്ചുപൂട്ടലിലേക്ക് നയിക്കുന്ന നീക്കമാണിത്. പാക്കിങ് സംവിധാനത്തിനുള്ള യന്ത്രങ്ങളും മറ്റും സജ്ജീകരിക്കുക ഭൂരിഭാഗം മില്ലുടമകള്‍ക്കും അപ്രായോഗികമാണ്. സ്ഥലസൗകര്യം വര്‍ധിപ്പിക്കുക, പാക്കിങ്ങിന് പുതിയ തൊഴിലാളികളെ നിയമിക്കുക തുടങ്ങിയവ ഇവര്‍ക്ക് പ്രയാസമുണ്ടാക്കുന്നു. സംസ്ഥാനത്ത് ഏകദേശം 250 ചെറുകിട എണ്ണമില്ലുകളുണ്ട്്. നേരിട്ടും അനുബന്ധമായും 35,000ത്തോളം പേര്‍ തൊഴിലെടുക്കുന്നു. ഇവര്‍ക്ക് ദ്രോഹകരമാണ് സര്‍ക്കാര്‍ തീരുമാനം. മായം ചേര്‍ത്ത വെളിച്ചെണ്ണ തടയുക എന്നതും പാക്കറ്റുവല്‍ക്കരണത്തിന്റെ ലക്ഷ്യങ്ങളിലൊന്നായി അധികൃതര്‍ ചൂണ്ടിക്കാട്ടുന്നു. എന്നാല്‍, മായം തടയുന്നതിനുള്ള സര്‍ക്കാര്‍ സംവിധാനം ക്രിയാത്മകമാക്കാതെ പാക്കറ്റു വില്‍പ്പനമാത്രം അനുവദിക്കാനുള്ള നീക്കത്തിന് നീതീകരണമില്ല. നിലവില്‍ ഒരു കിലോ വെളിച്ചെണ്ണയ്ക്ക് പൊതുവിപണിയിലെ വില 149 രൂപയാണെങ്കില്‍ ബ്രാന്‍ഡ് ഇനങ്ങള്‍ക്ക് 910 ഗ്രാമിന് (ഒരു ലിറ്റര്‍) 180 മുതല്‍ 190 രൂപ വരെയാണ് വില. സര്‍ക്കാര്‍ നേരിട്ട് ഇറക്കുന്ന ബ്രാന്‍ഡ് വെളിച്ചെണ്ണയും ഇതിലുണ്ട്. ഇന്നത്തെ വിപണി വിലപ്രകാരം 910 ഗ്രാമിന് നല്‍കേണ്ടത് 135 രൂപ ആണെന്നിരിക്കെയാണ് 55 രൂപവരെ കൂടുതല്‍ ഈടാക്കുന്നത്.

തൊടുപുഴ: സംസ്ഥാന ഭക്ഷ്യസുരക്ഷ കമീഷണറേറ്റിന് കീഴിലെ സര്‍ക്കിളുകളില്‍ പിന്‍വാതില്‍ നിയമനത്തിന് നീക്കം. ജീവനക്കാരില്ലാത്തതിനാല്‍ സര്‍ക്കിളുകള്‍ നേരിടുന്ന പ്രതിസന്ധി മറയാക്കിയാണ് ചട്ടങ്ങള്‍ മറികടന്ന് ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരെ നിയമിക്കാന്‍ ഒരുങ്ങുന്നത്. ഈ മേഖലയില്‍ ജോലി ലക്ഷ്യമിട്ട് ബിരുദ, ബിരുദാനന്തര കോഴ്സുകള്‍ പൂര്‍ത്തിയാക്കിയ നൂറുകണക്കിന് യുവാക്കള്‍ തൊഴിലില്‍ തേടി അലയുമ്പോഴാണ് പി.എസ്.സിയെ ഒഴിവാക്കി ഇഷ്ടക്കാരെ തിരുകിക്കയറ്റാനുള്ള ശ്രമം.
എല്ലാ ജില്ലകളിലും ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാര്‍ക്ക് 10 മുതല്‍ 18 വരെ പഞ്ചായത്തുകളുടെ ചുമതലയുള്ളതിനാല്‍ നിയോജകമണ്ഡലത്തിന് ഒരു ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍ എന്ന നിലയില്‍ അധികാരപരിധി പുതുക്കണമെന്നും ഒഴിവുകള്‍ പി.എസ്.സിക്ക് റിപ്പോര്‍ട്ട് ചെയ്ത് ഉടന്‍ നിയമനം നടത്തണമെന്നും അഡ്വ. എം. ഉമ്മര്‍ എം.എല്‍.എ ചെയര്‍മാനായ നിയമസഭ സമിതി 2013 ഏപ്രില്‍ ഒമ്പതിന് സമര്‍പ്പിച്ച റിപ്പോര്‍ട്ടില്‍ ശിപാര്‍ശചെയ്തിട്ടുണ്ട്. ജീവനക്കാരില്ലാതെ ഭൂരിഭാഗം സര്‍ക്കിളുകളും നോക്കുകുത്തിയായതും യോഗ്യരായവരെ നിയമിക്കാന്‍ നപടികളില്ലാത്തതും നേരത്തേ ‘മാധ്യമം’ റിപ്പോര്‍ട്ട് ചെയ്തിരുന്നു. ഇതിനിടെയാണ് സര്‍ക്കിളുകളുടെ പ്രതിസന്ധി പരിഹരിക്കാനെന്നപേരില്‍ ആരോഗ്യ വകുപ്പില്‍ വിവിധ തസ്തികകളില്‍ ജോലി ചെയ്യുന്നവരെ നേരിട്ട് ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരായി നിയമിക്കാനുള്ള നീക്കം. ഫുഡ് സേഫ്റ്റി ഓഫിസറുടെ യോഗ്യതകളും നിയമനരീതിയും സംബന്ധിച്ച് കഴിഞ്ഞ ഡിസംബറില്‍ സംസ്ഥാന ആരോഗ്യ, കുടുംബക്ഷേമ വകുപ്പ് ഉത്തരവ് (G.O(Ms)No.465/2013/H&FWD) പുറപ്പെടുവിച്ചിരുന്നു. 2006 ലെ ഭക്ഷ്യസുരക്ഷ, ഗുണനിലവാര നിയമപ്രകാരം ഫുഡ് സേഫ്റ്റി ഓഫിസറുടെ മുഖ്യ യോഗ്യത ഫുഡ് ടെക്നോളജി, ഡയറി ടെക്നോളജി, ബയോടെക്നോളജി, ഓയില്‍ ടെക്നോളജി, അഗ്രികള്‍ച്ചറല്‍ സയന്‍സ്, വെറ്ററിനറി സയന്‍സ്, ബയോകെമിസ്ട്രി, മൈക്രോ ബയോളജി എന്നിവയിലൊന്നില്‍ ബിരുദമോ കെമിസ്ട്രിയില്‍ ബിരുദാനന്തര ബിരുദമോ ആണെന്നും നിയമനം പി.എസ്.സി വഴി നേരിട്ടായിരിക്കണമെന്നും ഉത്തരവില്‍ പറയുന്നു. ഇത് നിലനില്‍ക്കെയാണ് ആരോഗ്യവകുപ്പില്‍ നിലവില്‍ ജോലി ചെയ്യുന്നവരില്‍നിന്ന് എം.എസ്സി കെമിസ്ട്രി യോഗ്യതയുള്ളവരെ ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരായി നിയമിക്കാനൊരുങ്ങുന്നത്. പുതുതായി നിലവില്‍ വന്ന സര്‍ക്കിളുകളില്‍ സര്‍ക്കാര്‍ തസ്തികകള്‍ അനുവദിച്ച് പി.എസ്.സി വഴി നിയമനനടപടി പൂര്‍ത്തിയാകാന്‍ സമയമെടുക്കുമെന്നതിനാല്‍ നിലവിലെ പ്രതിസന്ധി ഒഴിവാക്കാന്‍ താല്‍ക്കാലിക നിയമനമാണ് ഉദ്ദേശിക്കുന്നതെന്നാണ് ഇതിന് ഭക്ഷ്യസുരക്ഷ കമീഷണറേറ്റിന്‍െറ വിശദീകരണം. എന്നാല്‍, ലക്ഷങ്ങള്‍ ചെലവഴിച്ച് ആറുമാസത്തെ പരിശീലനം നല്‍കി നിയമിക്കുന്ന ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരെ പിന്നീട് ഒഴിവാക്കുന്നത് അത്രയെളുപ്പമല്ളെന്ന് കമീഷണറേറ്റിലുള്ളവര്‍ തന്നെ ചൂണ്ടിക്കാട്ടുന്നു.
140 ഭക്ഷ്യസുരക്ഷ സര്‍ക്കിളുകളില്‍ 50 എണ്ണത്തില്‍ മാത്രമെ ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരുള്ളൂ. കഴിഞ്ഞ ജനുവരിയിലെ കണക്കനുസരിച്ച് ഫുഡ് സേഫ്റ്റി ഓഫിസര്‍മാരുടെ 74 ഒഴിവുണ്ട്. ഫുഡ് ടെക്നോളജി, ഫുഡ് സയന്‍സ്, ഭക്ഷണങ്ങളുടെ ഗുണനിലവാരം എന്നിവയുമായി ബന്ധപ്പെട്ട ബിരുദ, ബിരുദാനന്തര കോഴ്സുകള്‍ പൂര്‍ത്തിയാക്കിയ നൂറുകണക്കിന് വിദ്യാര്‍ഥികള്‍ക്ക് അവസരം നിഷേധിക്കുന്നതാണ് ഇപ്പോഴത്തെ നീക്കം. ഇതിനെതിരെ ഒരുവിഭാഗം ഉദ്യോഗാര്‍ഥികള്‍ കോടതിയെ സമീപിക്കാനും ഒരുങ്ങുകയാണ്.

Scotch imports hit food-safety barrier, consignments held

Indian food inspectors find added colour, caramel and other ingredients during sampling of Scotch bottles, sold as single-ingredient products

Whenever someone asks me if I want water with my scotch, I say I'm thirsty, not dirty," Joe E Lewis, American comedian and singer, once said. Perhaps he was not the only one who preferred Scotch for its unadulterated taste. The liquor now seems to be engulfed in a controversy as it has come under the scanner of Indian food inspectors.
Around 60 shipments of the imported spirit, including European Scotch whisky, are being held by the in New Delhi and Mumbai airports for allegedly violating India's labeling requirements, it is learnt.
Under the Indian law, manufacturers are required to list the ingredients of a product on its label unless it is a single ingredient product.

While scotch makers argue that all alcoholic beverages are made of one ingredient, the and Standards Authority of India () say scotch whisky consignments were held at the port because sampling found they contain ingredients such as added caramel, colour or some flavour, whereas the same were not listed in their labels.

"Consumers must know what is there in the bottles. Their (Scotch manufacturers) contention is that scotch should be deemed as single ingredient. Our law does not allow that. We have told them that products which contain other ingredients need to list them on the label. Even Codex, which is in line with international standards, does not deem scotch to be a single ingredient product," FSSAI's Chief Executive Officer Dillip Kumar Samantaray told Business Standard.

According to Samantaray, the matter has been reviewed by an independent scientific committee, which has found that scotch contains other ingredients and therefore the manufacturers need to print them on the label on bottles for consumer interest.

Scotch Whisky Association says scotch whisky is recognised in many markets as a 'single ingredient product'.

"While the current import blockage is frustrating for both consumers and industry, with UK and EU support, we are continuing to have useful discussions with the FSSAI aimed at early resolution of the issue so that single ingredient products, such as scotch whisky, can enter the Indian market at the earliest," Rosemary Gallagher, the association's communications manager said in response to an e-mail query.

She said, "Given that the term 'scotch whisky' must appear on every bottle sold, there is no risk of consumer confusion as to what is being bought, and there is no need for such a restriction."

FSSAI officials say the labelling norms are equal for all products entering the market, and labeling requirements will not be relaxed for any supplier. "If they are saying that ingredient labels are not required in many countries, there are also other countries where they are required. Moreover, Indian law requires this and therefore they need to declare it," Samantaray emphasised.

FSSAI has also written to various ministries such as ministry of health and family welfare, ministry of commerce as well as ministry of external affairs, clearing its stand and providing them details of the review by scientific committee and results of the sampling. The regulator has also discussed the matter with various stakeholders, including associations of wine makers and some other food product manufacturers.

"We are very clear in our stance. If a product is non-compliant, we cannot allow it in the market. It can be anything - Scotch, wine or chocolates. Labeling requirements under the law of the land need to be complied with," Samantaray said.

The spat between the regulator and food product importers has been on for quite some time now. At the end of last year, several containers of packaged food products, worth Rs 750 crore to 1,000 crore, carrying imported chocolates, crispies, gourmet cheese, olive oil, noodles, pasta, jams, honey, oats and sauces, etc, were blocked by FSSAI at various ports and airports across the country for allegedly flouting labelling requirements.

However, blocking of Scotch is also seen by many as a fallout of the ongoing tussle between India and the European Union. Recently, EU banned the import of Alphonso mangoes and four other vegetables - egg plant, taro plant, bitter gourd and snake gourd - from India, citing the presence of pests such as fruit flies in them. Reports suggested the Centre has taken up the issue and a European delegation is expected to visit India in September to review the situation.

Food authority advisory unlawful, says Bombay high court

MUMBAI: In a relief to dietary and health supplement manufacturers, the high court on Monday, by a majority judgment quashed, as unlawful, an advisory issued last May by the Food Safety and Standards Authority for prior product approvals of dietary food and health supplements already licenced and existing in the market under the erstwhile Food Adulteration Act. Since 2006, a Food Safety and Standards Act has been governing manufactured food safety in India.
Indian Drug Manufactures Association and a private neutraceutical firm had moved the HC last year, to challenge the advisory as it said the authorityhad no powers to issue it.
